Job description
We are currently seeking a National Consultant in Energy and Transport for a project in Gabon. The consultant will provide technical expertise and analytical support to the NDC 3.0 development process, focusing on the energy and transport sectors. He will contribute to the sectoral stakeholders’ consultation or engagement, data collection and analysis, GHG modeling, identification, analysis and prioritization of mitigation and adaptation measures in the sectors, ensuring alignment with national development priorities and the Paris agreement.
Key Responsibilities:
Under the guidance of the Project Lead:
- Consider the recommendation from the NDC2.0 assessment relating to the Energy and Transport sector
- Facilitate consultations with relevant ministries (Energy including hydroelectricity, transport, oil and other sectors related to Energy), national institutions and any relevant actors including private and CSO
- Gather, review, and analyze sectoral data on emissions from Energy and Transport sector
- Develop baseline (business-as-usual) for Energy including Transport up to 2035.
- Identify, assess, and prioritize sectoral measures, and interventions for mitigation and adaptation including ongoing projects
- Ensure alignment with national development plans, the LTS and sectoral policies (Energy and transport) and climate resilience strategies
- Quantify expected emission reductions and co-benefits of proposed measures and develop mitigation scenarios for Energy and Transport to 2035
- Contribute to estimate costs of proposed measures and identify financing needs and options
- Draft and provide technical inputs for the Energy and Transport sections of the NDC
- Participate technical workshop and validation workshop
Your profile
- A master’s degree in climate science, energy (RE) or a related field
- At least 5 years of working experience in climate change specifically Energy sector in general and Renewable Energy in particular
- Knowledge and understanding of key aspects of NDCs and LTS
- Analytical skills and ability to work both with quantitative data (e.g. emissions data, accounting issues) and policy context
- Excellent understanding and experience in Nationally Determined Contributions (development or/and implementation)
- High organization skills, being detail-oriented a motivated self-starter and a team player able to interact and cooperate with a diverse array of people, including remotely in a highly international team
- Experience with data analysis, research and project support
- Excellent French writing and verbal skills. Given to the position, English proficiency is an asset.
- Proficiency in data analysis tools in the Energy sector (LEAP, GACMO and other relevant tools
- Ability to work independently, high attention to detail and forward planning
- Interest in and proven ability to work in a diverse, interdisciplinary and international team.
